  3. Earlier, a blaze at a bed-and-breakfast establishment in Delhi's Malviya Nagar killed 21 people, including foreign nationals, exposing serious violations such as illegal commercial expansion, sealed windows, a single exit and the absence of mandatory fire clearance.
  4. Judicial Intervention: Responding to the recurring pattern of such disasters, a Public Interest Litigation (PIL) has been filed before the Supreme Court seeking a National Minimum Fire and Life-Safety Framework for high-risk public occupancy buildings, including schools, hospitals, coaching centres, hotels and commercial establishments.
  5. The petition argues that fragmented regulatory standards across States have created uneven compliance and persistent enforcement gaps.


Why Are Fires in Human Settlements a Growing Challenge?

  2. The Model Fire Service Bill, 2019 and the recent PIL before the Supreme Court provide a strong institutional foundation for developing such harmonised standards. 
  3. Uniform minimum requirements would reduce regulatory disparities while preserving the States' flexibility to adopt stricter provisions.
Risk-Based Urban Planning
