However, only women empowerment is not sufficient to control population which also requires:

(II) Double discrimination as women from lower strata are subjected to caste as well as gender-based violence/discrimination.

(III) Prevalence of malnourishment as 39% of women belonging to ST community are underweight (National Average 18.7%).

(IV) Child marriage – The prevalence of patriarchy and poverty reinforces each other towards child marriage.

NFHS-5 → 40% child marriage in lower strata (23.3% National Average).

(V) Political marginalisation & proxy representation – As women from lower strata are under-represented and Pati Panchayat are prevalent among reserved seats at local level.

(VI) Low paying informal jobs coupled with digital exclusion of women especially of lower strata.

Ex) MGNREGA.

Despite its failure, women movements were able to achieve in following areas:

(I) Legal and constitutional rights – As women are equally treated by Articles 14, 15 and 16.

(II) Increase in political representation of women – The Nari Shakti Vandan Adhiniyam provides 33% reservation for women in the Lok Sabha and State Legislative Assemblies, including reservation for women belonging to SCs and STs within their respective reserved seats.

(III) Anti-violence legislation – The passing of Prevention of Sexual Harassment at Workplace also includes household maids, providing safety to all.

(IV) Promotion of SHGs – SHGs provided agency for empowerment especially to women of lower strata.

Eg) SEWA assisted SHGs.

(V) Grassroots mobilisation towards common goals – As women came together to protest against liquor shops in Bihar & Andhra Pradesh.

Way Forward
